The deal is aimed at lifting a ban on US-Indian civilian nuclear trade imposed after India's first nuclear test explosion in 1974. It would give India access to US civilian nuclear technology and fuel in return for inspections of its civilian nuclear facilities. India says the deal is vital to meet the country's growing energy demands. On Wednesday, the US Senate approved the agreement, but Rice said there were still details to be sorted out before it could be signed.
