North Korea rejects olive branch ... military headquarters in the region's capital, Tskhinvali. The blast damaged the Russian infantry staff building and blew out windows in surrounding structures. Thousands of regular Russian army troops remain based in South Ossetia, following a five-day war with Georgia in August.
