Under a French-brokered peace plan, Russia has agreed to withdraw its forces from areas adjacent to the regions within 10 days of the deployment of the international observers. France currently holds the rotating EU presidency and has led negotiations to resolve the conflict between Moscow and Tbilisi after last month's five-day war over the two rebel regions.
