MPs agreed to postpone the polls in Kirkuk and three northern provinces that are part of the autonomous Kurdistan region. Parliament had been aiming to pass the legislation in time to hold the polls on October 1 in all Iraqi provinces. But this was torpedoed by months of dispute over election-related issues in Kirkuk. Kurds want the oil-rich city to be included in the autonomous Kurdistan region while the city's ethnic Arabs and Turkmen would rather see it under control of the central government. Parliamentarians said elections in Kirkuk would be delayed until a formula satisfactory to all sides was found.
