The deputy chief of the International Atomic Energy Agency, Olli Heinonen, is in Tehran for a new round of talks on Iran's nuclear programme.

On Wednesday, US and British officials said the major powers negotiating with Iran over the issue had agreed that they had no choice but to pursue fresh sanctions. However, Russia said the five permanent members of the UN Security Council plus Germany had not agreed to impose new sanctions on Iran.
