President Bush's farewell tour hits Britain ... had agreed to prepare new sanctions during a conference call. The call came after Iran gave an inconclusive reply to demands that it freeze its uranium enrichment activities. The five UN veto powers plus Germany have offered Iran an incentives package if Tehran stops its sensitive nuclear work. German Foreign Minister Frank-Walter Steinmeier called Iran's reply "insufficient" and said the Security Council would be referred to again if a negotiated solution were not possible.
