Merkel arrives in Mexico ... not impede a fair trial. Mexico and the ICJ argued that Medellin should have been granted access to the Mexican consulate for legal help during his case. The dispute attracted international attention by putting the US in violation of international law if it did not prevent the execution. Medellin was convicted of raping and murdering two teenage girls in 1993 amid a gang initiation rite.
