Officials blamed the crisis on a lack of disposal methods and Mafia control of local landfill sites. Prime Minister Silvio Berlusconi recently vowed that Italy would build new incinerators. Last year the European Union took Italy to court and in May the European Comission began a prosecution against Naple authorities.
