The 15-member council voted unanimously to withdraw 1,700 troops that had been monitoring a buffer zone between the Horn of Africa neighbors. Diplomats blamed Eritreans for restricting night patrols, supply routes and diesel fuel; and Ethiopians for refusing to accept an independent commission's ruling to cede a key town to Eritrea.
