Russian boomtown hosts EU leaders ... a global trade pact have entered a ninth day after negotiators from rich and poorer nations wrangled over agricultural issues.
At the heart of the impasse is an issue called SSM or the Special Safeguard Mechanism. This measure allows countries to protect poorer farmers by imposing a special tariff on certain agricultural goods in the event of an import surge or price fall. European Union Trade Commissioner Peter Mandelson told reporters he was hopeful of a deal being struck before the end of the day. However, a spokesman for the World Trade Organisation that convened the talks described the situation as very tense and said that the outcome was uncertain.
