Langer said he had managed to convince Klaus about the necessity of the reform.
It is not yet clear when Klaus will sign the new law, he added.
Langer said Klaus had thoroughly studied the reform and asked him a number of questions.
The reform was approved by both houses of the Czech parliament and, if signed by Klaus, it will take effect on January 1, 2009.
The legislation cancels the right of municipal police to measure the velocity of speed by radar in towns and villages and the investigation of the police by state attorneys.
Langer has promised to submit the relevant amendments before the end of the year.
