Germany's foreign minister, Frank-Walter Steinmeier, who is currently visiting the Georgian capital Tbilisi, has proposed a three-phase peace plan aimed at calming the simmering tension over Georgia's separatist regions of Abkhazia and South Ossetia.
Main points of the plan include a mutual declaration of non-violence and the repatriation of about 25,000 ethnic Georgians expelled from Abkhazia in the 1990's. Georgian officials say they want the plan to spell out clearly that Abkhazia should remain part of Georgia whatever its future status.
