Russian parliament votes for libel law that could close newspapers ... the state are to be responsible now. The association of professional heritage protectors and other people in the field criticise these changes. The amendment authors say this will improve care of the national heritage and remove the need for national heritage protectors to give their opinions on actions that cannot adversely affect the heritage value. Critics, however, say the amendment and the devolution of powers on regions will lower the importance of national heritage protection and markedly limit the state-declared public interest in the protection of cultural heritage. The amendment dramatically raises the fines because it sometimes happened that owners counted with the low fines and treated the protected sight according to their own plans. ($1=14.614 crowns)
