The promise was made at the start of an international donors conference in Brussels that hopes to raise 1.5 billion euros. The US has pledged 300 million euros while the German government, the second largest source of foreign aid to Kosovo, is to provide 100 million euros. Forty-three mainly western nations recognise it as an independent state. Serbia, backed by Russia, does not.
