U.S. Secretary of State Condoleezza Rice will arrive in Prague on Tuesday morning to sign the Czech-U.S. treaty on the stationing of the U.S. radar base on Czech soil. The Central European elements of the U.S. project are to protect the United States and a large part of the European continent against missiles that states like Iran or North Korea might launch. The Czech opposition and most of the Czech public are opposed to the radar base that is to be built in the military district Brdy, some 90km southwest of Prague. "As specific technical details are not yet known, the study in question is only formulated in general terms and it can only be used as a reference point," Bursik wrote to Konicek. Konicek has been trying for months to find out the exact technical data of the radar station. He has written three times to Defence Minister Vlasta Parkanova (the Christian Democrats, KDU-CSL), but he has been invariably told the data are secret. "At present, the technical parameters of the U.S. radar are not fully known and the question of the number of the persons to be permanently present in the relevant area has not yet been settled," Bursik wrote. "As a result, neither technological limits nor their impact on the environment can be determined," he added. The government says the radar base is environmentally safe. Tyden.cz, the Internet version of the Czech weekly Tyden, writes that Bursik's statement only refers to the environmental impact, but can be also related to the governmental analysis of the health risks. None of its authors are on the list of the persons who are allowed to see the classified technological data, it adds.
