Foreigners will have to pass Czech language exams as of January 2009 to receive permanent residence. If they fail the exam, they will have to pay 1,500 crowns for another try.

The system will be developed by the interior and education ministries. The exam should ensure that those who pass it will be able to command Czech sufficiently to cope with common situations. It is expected that some 30,000 foreigners will try to pass the exam. This would cost the state approximately 45 million crowns. Langer said the government was considering whether the Czech exam should not be compulsory for applicants for Czech citizenship, too. All information should be available on a new website launched as of late June. A telephone information line will operate, too. The Interior Ministry will earmark 1.6 million crowns for the information campaign, including leaflets. ($1=16.166 crowns)
