balance affected. The United States want Russians to participate in its missile defence plans. Russia demands permanent presence of its experts at the U.S. radar base in the Czech Republic. Russian Foreign Minister Sergei Lavrov recently said this was Moscow's main demand. However, Czech politicians propose only short inspections. Russia called a "joke" the Czech idea of reciprocal Czech-Russian inspections at military bases in both countries. The Czech government wants the U.S. base to be part of NATO's defence. It has been negotiating with the United States on the radar base since last year. The talks on the main bilateral treaty on the radar conditions have been completed, while the negotiations on the other (SOFA) treaty continue. Both bilateral treaties on the radar base must be approved by Czech parliament. Most Czechs oppose the stationing of the base in their country.
