Nokia would start a 30-million-euro "Growth for Bochum" foundation to assist entrepreneurs in the mobile telephone and information technology sectors. In January, Finnish company Nokia announced it would shift production from Bochum to Romania due to lower labour costs. The firm's decision is expected to cost Germany some 2,300 jobs. Local sub-contractors are also expected to suffer. North Rhine-Westphalia has been seeking the repayment of some 60 million euros in subsidies awarded to the plant in Bochum in the late 1990s.
