At first, the controversial bill was not pushed through because not only the leftist opposition Social Democrats (CSSD) and Communists (KSCM), but also the junior ruling Greens did not vote for it.

CSSD MP Milan Urban, former industry and trade minister, said registering who, where from and to whom calls was extreme spying on citizens. Under the bill, operators must register all missed calls, too. But Industry and Trade Minister Martin Riman (senior ruling Civic Democrats, ODS) pointed to the fact that the bill only harmonises Czech law with EU legislation. Riman said the government had no other choice than to adopt the EU directive. But Urban said the government should have presented its reservations about the directive in Brussels. The bill is yet to be discussed by the Senate and signed by President Vaclav Klaus into law.
