Costa Rica has refused to grant asylum to a cousin and key ally of Colombian President Alvaro Uribe.
Colombia's chief prosecutor ordered the arrest of Mario Uribe for alleged ties to paramilitary squads in a widening scandal in the South American country. Uribe sought political asylum at the Costa Rican embassy in Bogota but the foreign ministry in San Jose rejected the application because he had an outstanding arrest warrant.
