Pecina told Pravo that the Czech Culture Ministry should cancel the international architectonic competition for the library if it believes that it was not in order. "I, too, I think it (was not in order)," Pecina said adding it is not up to his office to assess the competition because it recognised beforehand an exception from law. The UOHS dealt with the issue twice in the past on the initiative of architects who also attended the competition, Pravo writes. The UOHS, however, rejected their complaints saying it is not within its power to deal with a competition that proceeded under the rules of the International Union of Architects, Pravo reminds. A new initiative has been made by deputy culture minister Frantisek Mikes. Pecina told Pravo that the international competition was definitely not in order when judged by Czech law. "The competition organisers, however, said they will apply an exception to such an important order. We recognised it because they had the right to use the exception. Since then we have not had the right to supervise it," Pecina said. Pecina said the UOHS has never dealt with such a case and that is why Peicna has only unofficially asked EU clerks in Brussels for advice. He said he has had an opponent opinion to the Culture Ministry's worked out. "As soon as I receive, I will study it and then will turn to Brussels with an official query," Pecina said. A team of representatives of NK and experts dealt with the issue for several months. It said in February it will wait for a decision by the UOHS, adding it is not clear whether it is possible to place a public order on the basis of the results of an international architectonic competition. Meanwhile, the National Library is unhappy about the situation since it has no more spaces to store books on its current premises at Klementinum in Prague's centre. Besides the conditions in the historical building are not optimal for keeping books.
