Hovorka wants the Christian Democrats to demand "hard boards" for the government health care reform. Kalousek, on his part, pointed out that patients' financial participation in health care must be introduced since the current system is unsustainable with regard to the population ageing. Hovorka has criticised the reform plans of Health Minister Tomas Julinek (senior ruling Civic Democrats, ODS) in the long run, mainly the introduction of patients' regulatory fees in surgeries and for prescriptions. asked for a change to the coalition rules for the preparation of government bills today. In his draft resolution he submitted to the delegates he said all legislative changes should be prepared in cooperation of all coalition partners from the beginning and alternative proposals should be debated, too. On Sunday, the Christian Democrats will decide on Hovorka's proposal that all KDU-CSL deputies and senators pledge to vote for the preservation of the public, non-profit character of health insurance companies and teaching hospitals. Julinek plans the transformation of teaching hospitals and health insurers into business companies. Kalousek stressed that the health care and pension reforms were necessary. "If we are putting off reforms in the name of current consumption, we will behave antisocially," Kalousek said. He added the reforms would show whether the Christian Democrats are "socially responsible" or "socially populist."
